Modified GetTimeStep to receive field at each iteration (m_fields->GetPhys not updated at each timestep).
Implemented IO_CheckTime to create checkpoints at specified time intervals.
Removed IO_CheckTime from compressible flow solver regression tests.
Re-added check to make sure that simulation finishes at specified final time.
