calling ParseUtils::GenerateVector() on an empty string returns a vector of one element instead of zero
vector<string> foo; ParseUtils::GenerateVector("", foo); cout << foo.size() << endl;
gives 1 instead of zero.
The original behaviour (before 4ae64aa0) was to return an empty vector for this use case.
The fix is probably trivial, but i couldnt figure it out.
