Extend clang-format checks to solvers, utilities, tests and templates.

Issue/feature addressed

Currently the clang-format checks only examines files in the library directory.

Proposed solution

Extend this to support the other directories in the repository which include C++ source files.

Implementation

Added the additional targets to the corresponding gitlab-ci job.

Warning

On the 19.07 the code formatting (code style) was standardised using clang-format, over the whole Nektar++ code. This means changes in your branch will conflict with formatting changes on the master branch. To resolve these conflicts , see #295 (closed)
