Draft: Replacing ASSERTL0 with NEKERROR eFatal and ASSERTL1, ASSERTL2 with NEKERROR eWarning

Issue/feature addressed

Simulations deadlock when there is an error from an ASSERTL0 inside a switch statement in SpatialDomains.

Proposed solution

Replace ASSERTL0 with NEKERROR eFatal and ASSERTL1, ASSERTL2 with NEKERROR Warning. This will increase the verbosity of the solver output.
