Update Cmake for SYCL compilation to use icpx compiler

This MR update CMake to use the icpx intel compiler and to automatically set flags for the SYCL backend compilation

Proposed solution

• NEKTAR_ENABLE_SYCL has now three options (OFF, Default, CUDA)
