Ticket/61 remove get metric info from std expansion

J. Davison de St. Germain requested to merge ticket/61-remove_GetMetricInfo_from_StdExpansion into master

This branch removes the use of StdExpansions from the MultiRegion code. Specifically it removes the GetMetricInfo() function from StdExpansion.h and places it in Expansion.h.

This is my first time submitting a merge request, so please look over it closely to make sure I didn't miss anything.
