Nektar 4.4.1 - Loki::ClassLevelLockable not found during build on Windows 10

When building Nektar++ v4.4.1 on Windows 10 using Visual Studio 2015 Community Edition and CMake 3.11.0-rc1, the build fails in library/SolverUtils/EquationSystem.cpp with the error:

'ClassLevelLockable': is not a member of 'Loki'

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
