This reverts commit 93b55d6c.

Changed timers with iolevel=3 to iolevel=10. This is not because these
timers are not important, but because we don't know the relative importance
of these timers at the moment. Therefore, we decided to put them at a high
iolevel to avoid them being printed by a user. Once we know move about which
functions that are important, we can set these iolevels to a more reasonable
value.

Removed a couple of timers.

Changed iolevel to 10 for some timers that we are not sure how
important they are for the moment. All timers with iolevel=10
are not necessarily unimportant, but their relative importance
is not clear for the moment, so we have decided to make them
iolevel=10 to avoid them being printed.

Fixed the output of the Timer class. Also changed so that the Timer class
output is disabled by default. It can be enabled by setting the IO_Timer_Level > -1
in the session file.

Also fixed a small syntax error in the PreconCfsBRJ class.

For the main functions, it was given iolevel=0, and for the subroutines inside each function, it was given iolevel=1.

Improve the moving reference frame module to enable boundary condition defined in the static frame of reference
