Mesh quality evaluation improvements in ProcessJac

ProcessJac can spit out more useful information regarding the scaled Jacobian than it currently does. Some of this is already a WIP but there is no MR for it. The additional features include:

• Histograms done internally in ProcessJac
• Find a single value quality 'number' based on integration of histogram
• Add more verbosity to measure: tolerance for jac value, ID, coordinates, connected surface and curve IDs.
