Update Session File for Parallel-in-Time

Issue/feature addressed

The need of a separate XML file for the coarse solver has been removed. Instead, a TIMELEVEL tag is used to specify the fine/coarse time level, if necessary. Optimization has also been reactivated for Parareal.

This MR closes Issue #314 (closed).
