Set initial condition check points files to zero for the Compressible Flow Solvers

Issue/feature addressed

Currently the checkpoint index for the initial condition is one for the Compressible Flow Solver. The cause of the indexing mismatch is that the index counter has been incremented twice.

Proposed solution

The proposed solution fix the index for the initial condition to zero for consistency with other solvers.
