Remove unused tolerance parameter in NekSys class and subclasses

Issue/feature addressed

m_tolerance in NekLinSysIter is during function call to v_SolveSystem. There is no need to set this variable in the constuctor and there is no need for a NekLinSysTolerance parameter.
