Added IO_Timer_Level for the IncNavierStokesSolver

Issue/feature addressed

• The IO_Timer_Level PARAMETER is not mapped/processed for the IncNavierStokesSolver, or any other solver except the CompressibleFlowSolver.

Proposed solution

• Added option IO_Timer_Level inside the IncNavierStokesSolver, so that users or developers of the IncNavierStokesSolver can obtain more granularity from the timing of subsequent parts of the code.
• Added timers around the IProductWRTBase operator implementation via Collections.
