Reduce expiry time for CI artifacts.

Issue/feature addressed

Gitlab runs out of disk space regularly due to the volume of CI job artifacts being retained.

Proposed solution

Reduce the expiry time of job artifacts to 14 days (from 1 month), so they are deleted sooner.

Implementation

Modify expire_in option in .gitlab-ci.yml.

Notes

Most job artifact expiry times inherit from the base build-and-test-template, some were set explicitly, so the latter have been removed.
