Temporary fix for the Dirichlet boundary condition

Issue/feature addressed

This is a temporary fix for the Dirichlet boundary condition for cases when

mapPtr[i] == mapPtr[j],  inPtr[i] != inPtr[j]

Proposed solution

The solution is to overwrite the data such that when j > i and mapPtr[i] == mapPtr[j], inPtr[i] = inPtr[j]
