update petsc to 3.7.7

Kilian Lackhove requested to merge lackhove/nektar:fix/updatePETsc into master

For some reason i cant build PETSc 3.7.2 with intel 2018 compilers, while 3.7.7 works fine.Its just a patch release so i think this should go into 4.4 as well.

Does any of our buildbots use PETSc? Otherwise i dont think this is worth testing.
